rq clarification for "the overall effect on the pi-heptomino is the same"

Would someone explain what is the intended meaning behind these statements? For the second one, I do not see the "1-tick delay", so either I am looking at the wrong place or the statement is incorrect; since the interaction is different, it is unclear what "the overall effect on the pi-heptomino is the same" is supposed to mean. A short clear caption is better than a long confusing caption. For the first one, it is unclear how shifting an eater 1 affects interchangeability in various contexts.
