31.4 is a 31-cell still life. It serves as a catalyst in the Snark reflector, and is thus also known as the "heart" of the Snark. It is also used in the CP semi-Snark.
The "4" of the 31.4 comes from the fact that it is the fourth 31-bit object in Mark Niemiec's still life collection.[1]
