The speed limit is a constraint on how fast a ship or signal can travel across the CA plane over a given displacement (i.e., it's speed).
INSERT GLIDER, SIR ROBIN, P2 SPACESHIP
As evidenced by the LWSS, a spaceship traveling the speed limit does not necessarily have to also possess the minimum period possible, though the first two rows still have period 2.
Currently, spaceships are known to travel at the speed limit only for 3 displacements: (1,1) (Glider, (1,1)c/4), (2,1) (Sir Robin, and (1,0) (C/2 orthogonal, (1,0)c/2)
Signals can propogate faster in B3/S23 only in medium, such as the Lightspeed wire, 2c/3 wire, and 5c/9 wire and most fuses burn faster than the

In Other Rules
B3/S23 speed limits are not the standard across all rules
In rules with S4 and S5, either with or without B2, ships can travel at C/3 orthogonal, (2,1)c/5, and other seemingly impossible speeds in life.
Under birth conditions B2 (more specifically), ships can travel orthogonally at the speed of light (C).
In certain rules, spaceships can also have lower speed limits than in life. For instance, in Just Friends, no ship can travel diagonally faster than C/6 (SOURCE, WHY/WHAT LACKING TRANSITIONS)
