This rule is a close variant of B2a/S12 except duoplets can be changed. I found some basic circuitry, which includes a reflector (that does not work in B2a/S12):

If you want universal construction to be possible, you have to consider the splitters and reflectors you supplied. One question being if they are edgy enough for a universal construction arm, the other one being do they have a fast enough repeat time for single-channel construction
