New smallest non-trivial loop?

BREAKING NEWS: Chou-Reggia Loop Unseated From Position As Smallest Loop
Some time ago I created a difficult rule idea for a Hydra rule, which is a loop rule except the construction arm can split. I abandoned that project when I realized that a Hydra could be used to beat the record of Chou-Reggia Loop 2. So now I finally succeeded in producing HydraLoop!
