1, 3, 35, 15, 16, 12, 4, 6, 184, 31, 118, ...
The pattern is final population.
I believe you made a mistake after 31. It's supposed to be 7, not 118.
Anyways, after 7 comes 8, 0, and then it becomes ambiguous.
The most sensible way for me is after it oscillates one time. So using my description, 0 goes to 48.
After 48 comes 0 again, so it's a loop.
Just because I want to, after 118 comes 32, and then 15.
