In practice, I think the former is unlikely to be relevant unless someone goes out of their way to create a printer, but the latter might be more problematic - if someone builds a computer with modern architecture (which would be difficult), then we would only be able to implement open-source software, including for the OS (which would probably have to be a Linux distro as a result).

0: Not Explored. Rules in tier 0 have never been explored, search programs passing through excepted.
1: Noted. Tier 1 rules have been passed through by a human (or, I guess, human-level intelligence) and noted for some element, but have not been investigated.
2: Cursorily Explored. Tier 2 rules have been investigated somewhat by a human and have had some interesting objects found.
3: Somewhat Explored. Tier 3 rules have been investigated in several directions (looking for spaceships, apgsearch, looking for conduits, etc...) and may have enough content to be able to make a post in MDIOCA or similar.
4: Explored. Tier 4 rules have been deeply investigated in several avenues of research. This is about the limit that one human can achieve in a couple days of investigation. Tier 4 rules may be worthy of a forum thread.
5: Seriously Explored. Tier 5 rules have undergone deep exploration by several users and complex discoveries (constructed objects, like breeders and sawtooths) are beginning to be made. Tier 5 rules definitely deserve forum threads.
6: Deeply Explored. In Tier 6, it becomes difficult to make new discoveries. Tier 6 rules may have a several-page-long forum thread and over ten contributors.
7: Near-Exhaustively Explored. In Tier 7 we have B3/S23. Making rules Tier 7 requires years of exploration and investigation by dozens of people. I think Life is the only rule that I would consider to fall under this category.
Going up one tier in the above hierarchy corresponds to an approximately 10x increase in number of "interesting" patterns.
This may be setting the grounds for a mega-dump of patterns I've found from the discord soon, if speedydelete implements retroactive !sim scraping into the caterer rework.
