I guess the fact that, unlike the P52 example, the supports of the p21 aren't mutually interchangeable (see the failed dimers below) makes them different, since they have different properties despite sharing some phases.

But wouldn't most fleet hasslers fail to meet this definition since they rely on blinkers which would otherwise cause the supporting oscillator to fail if they weren't removed.

If the potential problem that you were worried about is the fact that we never actually see a century, only a century child, that is fine. Plenty of things called pi-heptomino hasslers instead make 3o$2o$3o, and some things called B-heptomino hasslers instead make B-heptaplets or C-heptominoes.
Are the hasslers which use this actually TL hasslers?
Also which hasslers of these forms are notable?
