I don't understand why the block is given as "example NFUC". From your definition, it fails to meet the requirement (2): there is no live cell in the block which, if made dead, would change any future generation.

From the definition, it seems like every arrangement of well-separated blocks, monominoes (dot sparks), dominoes and duoplets counts as non-NFUC as long as it involves at least one block. It does not die out completely (due to the block), and removing any single live cell has no effect on the future generations of the pattern.

i argue that the block provided is an NFUC because from the starting configuration, it doesn't go through the pre-block phase and becomes the four-cell form of the block on gen 0, while the preblock becomes the four-cell form at gen 1. i also didn't say "future generation", but "evolution", which refers to "this and all future generations". i believe you even clarified this in your post about the 48 generations of the r-pentomino.

Then it seems that every pattern that doesn't die out entirely after finitely many ticks, trivially constitutes "NFUC".
(1) It does not die out completely.
(2) Because of (1), there is at least one alive cell, which can be made dead and will "change the course of the pattern's evolution" under your suggested interpretation, simply because the current generation changes.

The requirement (2) becomes redundant, and your "NFUC" becomes equivalent to "a pattern that does not die out entirely after finitely many ticks".

also, patterns that violate criterion 1 shall be classified as FUC, patterns that violate criterion 2 shall be classified as NFNUC, and patterns that violate both shall be classified FNUC.

Well... if the question is still open regarding whether or not the block counts as an example of the concept under discussion, that seems to indicate lack of a sufficiently clear definition / explanation of the concept under discussion. Depending on how you define things, it might be hard to decide for some large or engineered patterns (e.g. "unknown fate"), but whether the block counts as an example can be expected to be totally obvious, right?

The block satisfies (1), it "does not die out completely".

However, the block fails to satisfy (2), "there exists a live cell in it which, if it is made dead, will change the course of the pattern's evolution.". At least under what seems a natural interpretation. Making a single live cell dead will just transform the block into a 1-tick predecessor of the block, which arguably doesn't count as "changing the course of the pattern's evolution".

Now, you added an additional requirement (b) "there exists no dead cell that, when turned on, changes the fate of the pattern." I don't understand how checking this additional requirement could possibly affect whether the block is "NFUC", because it already failed (2) and both (1) and (2) seem to be included under (a) (i.e. "the previous two requirements"). Anyway, the block fails to satisfy (b) too, because there is in fact a dead cell (pick any dead neighbour of an alive cell) that, when turned on, changes the fate (depending on which cell you choose, the block will either transform into a spark or transform into a boat predecessor).
