There are some variants of SW-2 that fit here, but combined with the eater 5 to remove the FNG they all have a higher population count than the 'dependent' Herschel eater above. They are also not Spartan.

However, one of them does work as a minpop variant of the pulsar to H alone, but requires an eater 1 which does not fit in the above case:

Unfortunately, the junk caused by the Herschel are in the path of the output, so any catalysts placed to clean up the mess would likely get in the way. However, the block in the above patten is only used to remove a TL, so it might actually be possible with an alternate catalyst.
