Drawing from my experience constructing the Geminoid, you will also need these components described below to implement 90-degree slow salvo construction. These components were used to construct the Geminoid.
  1. Firstly, you will need a PUT command that duplicates the block so that we have a construction arm and a hand block that we can use slow salvo operations on. (You could use states 4 and/or 5 for the one-time circuitry used in photon seeds, and the c/2o could also be useful there)
  2. Next, we may want a Snarkmaker command that builds a stable reflector for the photon so that we can move recipes to any point and position.
  3. Additionally, we will need a Snarkbreaker command that sends a destroyer spaceship (or series of spaceships) at the reflector to convert it back into a hand.
  4. We will need a DESTROY command to destroy the hand block when it is no longer needed.
  5. Another command we will likely need is the FLIP command, which flips the arm to fire in the other direction.
  6. Not required, but components that push/pull a block by multiple cells (e.g. PULL4 and/or PUSH2) will be useful to reduce single-channel syntheses.

Block duplication is useful in two places:
  1. In single channel recipes, the PUT command creates another hand block that can then be used as a target for slow salvo syntheses using the PUSH, PULL and FIRE commands. Note that one of the hand blocks needs to be aligned with the photon stream, so that it can use the single channel toolkit provided by the rule.
  2. In slow salvo syntheses, a block duplication reaction is useful to allow more than one target to be created. This is essential for emulating glider syntheses using glider seeds, where still lives can be placed to split, reflect, or otherwise manipulate the gliders.

I'd suggest moving the cell placed by the put 1 cell further away so that slow salvo syntheses can work more cleanly. There are a few ways I found to do that without modifying the rule itself:

From what I found so far, slow salvo syntheses can't move cyan dots to odd X positions, and they also can't duplicate dots. These reactions will be required for full universality.

Overall, your rule looks like it's in a good position. I'd add these reactions next:
  • c/2 fire recipe and arbitrary distance put
  • Slow salvo to duplicate the dot
  • Slow salvo to move the dot to odd X coordinates
  • Make sure the 2-cell domino splitter consisting of state 3 and state 5 can be constructed in both directions
  • A phase changer one-time component (1 generation delay)
  • Slow salvo to construct the pink dot (looks useful as a one-time spaceship eater)
