To be fair, this OR gate is not particularly useful because if only the right input is provided, the output is delayed. So unless you can also add some circuitry to correct the timing, it will cause problems. However, this doesn't make the rule any less Turing-complete; a constant stream of 1's (the p8 gun) plus the trivial ANDNOT gate are really all that's needed.
