This is a larger stator variant of Dean Hickerson's 35-cell p13 oscillator, originally found in 1997 with dr. You can check whether a billiard table rotor is known by following the instructions in this post.
Not sure about novelty for p11 and p13, but both these oscillators are related to this p12, which is known and is currently the smallest known omnifrequent p12 oscillator at 63 cells.
