For 37 ticks, evolution of the pattern on the left agrees with how the same pattern (block, R-pentomino, glider) evolves in Conway's Life, and also "agrees" with evolution of the pattern on the right which is made out of isolated dots:

I couldn't find a way to add the blinkers into that pattern without losing something. Maybe I missed some range-3 opportunity, or most likely that can be done with a range 4 or higher weighted neighbourhood.

I attempted to mix R3,C0,S5-9,B7-9,N# with R2,C0,S2-3,B3,N@A82415 and got the following:
  • there are "dotted" versions of standard spaceships and other small objects from Conway's Life,
  • there are other spaceships (p16 oblique (3,1)c/16, p5 diagonal c/5, p4 orthogonal c/4),
  • there is a p20 mod10 oscillator,
  • the "dotted glider" can be constructed by colliding four instances of the p5 diagonal c/5 spaceship;
  • finding guns for the spaceships is an open problem.

In particular, if every alive cell has even coordinates, then cell conditions B19 through B26 cannot occur in the pattern (because each of those cell conditions implies that there are two currently-alive cells differing in the parity of at least one coordinate). Hence any newborn cell in the next generation will have to be born because of B3 being a birth condition, and therefore every alive cell in the next generation will also have even coordinates, which means the property "every alive cell has even coordinates" is always preserved during evolution (and patterns with such property follow B3/S23 in terms of the neighbourhood NW1010100000100010000010101), which means every evolutionary sequence from CGoL can be "embedded" in the above cellular automaton by doubling coordinates of alive cells, which means the above cellular automaton is omniperiodic because CGoL is. (Right?)
