I think those two gliders are 9 half-diagonals apart. (If they were moving on the same glider lane, they would be 0hd apart. One of two gliders needs to be moved 9hd to reach the lane of the other glider.)

So I'm fairly sure that there is no 5G synthesis of that set of four gliders. It makes a good counterexample to a conjecture about always being able to add exactly one glider. A 180-degree kickback usually works to place the leading glider in a tandem pair, but not when the trailing glider is following on the same lane at the minimum distance.
The octo3g database doesn't have a lot of three-glider collisions that produce two clean output gliders (except for the various kickback cases that it records). It doesn't have any results for that tandem-glider pair, and the leading two colliding gliders have seven matches but none of them would allow the following gliders in those locations.

The part "the p45 rotor" sounds like it cannot possibly contain any cells oscillating at periods other than 45 (the part of the rotor that consists of cells oscillating at p45). Therefore, it's impossible for a p45 oscillator to have a cell which oscillates at a subperiod because of "the p45 rotor"; such a cell must be outside of "the p45 rotor" as far as I see.
"Strict volatility does not match volatility" means that the rotor contains at least one cell which oscillates at a subperiod.
An even-period oscillator can have a gutteroid.
An odd-period oscillator on the square tiling cannot have a gutteroid, however, in principle nothing prevents a cell that would oscillate at n/3 or n/5 or n/7 etc. The lowest candidate periods are 9 (the subperiod must be 3), 15 (subperiod 3 or 5), 21 (subperiod 3 or 7), 25 (subperiod 5), 27 (subperiod 3 or 9).

While there are alive cells at T=0 that will be alive at T=19, neither of those cells actually oscillates with period 19.
In this case, for every cell that's alive both at T=0 and at T=19, there exists some t /= 0 such that that cell's state at T=t differs from that cell's state 19 ticks later (i.e. at T=t+19).
Look at the single marked cell below. It's easy to check that the marked cell is alive both in the shown phase and in the phase that appears 19 ticks later. However, there exists a different phase of the oscillator such that the same statement is no longer true for that phase.
