this reminds me a lot of sticky. the gun you showed is equivalent to this pattern in sticky

Actually, that's an oscillator in a [R]History multistate extension of a 2-state cellular automaton that's 2 toggled isotropic living conditions (both of which in this case are survival conditions, not birth conditions) away from Conway's Life.

More cellular automata have been "2 transitions away from lifehistory" than that oscillator has. Not only is that unacceptably nonsensical; worse, it's also vague, allowing for various rulesets such as "LifeHistory except a state-2 cell becomes state-0 in the next generation, unless it's currently surrounded by eight state-0 cells":
