Because those birth transitions are exceptionally powerful. B3 allows outward expansion, and B4 additionally makes it even easier for cells to be born around the edges of a finite pattern.

B4y, B4z, B4r and B4q allows long-lasting regions of chaotic activity (In order of effect strength)

My question: Is there a rule (can be outer-totalistic, isotropic, or LtL (Larger-than-Life)) that you have encountered with as many 4-cell stable objects (still-lifes or oscillators) as possible? Let's start from 39.

There are range-1 isotropic rules known to have a family of 3-cell oscillators or 3-cell spaceships, adjustable ad infinitum.

A very simple rule with just two isotropic transitions have another infinite class of 4-cell oscillators based on bounded XOR replicators:

If you have an explicit example rule that backs up the number 39, you may just as well post it directly — no need to ask this kind of question beforehand :)
