Is The Website Blocked In Mainland China?

Is VΡN Allowed in China?

I cannot access the site from mainland China. I cannot access scratch.mit.edu either, yet I can access mit.edu.
Unfortunately I don't have a working VPN at hand so I don't know if it can be accessed by VPN.
