I wonder if it's possible to use 3 cells on the first turn, then at most one cell from that point onwards. The only reason you need 3 cells in the beginning is because otherwise whatever you place ends up dying immediately.

Slightly different puzzle: How many cells per turn does it take to create a certain object? Since a lot of the time, the answer will be three, the tiebreaker is the number of turns it takes to create the object.
Here's all objects with at most 6 cells, with a few more past that thrown in at the end ...

The hexadecimal code #E0E8F0 can make text almost invisible , requiring you to highlight it. I'm pretty sure there's a hexadecimal code closer to the color of the background, I'm just too lazy to find one.
