I know it's difficult to parse the question above, but they're asking how to put an alternating rule into Golly. I believe it requires a ruletable, which I'm not familiar with myself.

Based on your description, I believe "R2,C2,S3-4,B3-4,NW0000000000001110011100111" below matches it.

R2: range-2
C2: 2-state rule
S3-4: survival on 3-4 cells
B3-4: birth on 3-4 cells
NW00...: read the 0s and 1s as a 5×5 grid; the 1s correspond to a 3×3 subset and those are the neighbors that are ...
