Golly already has a sort of "medium state" functionality like you're describing; it shows the background as non-blinking by inverting the whole universe at each time-step.

The rule B3/S5 is somewhat less chaotic with a finite seed.
The rule B0/S8 features spontaneous string generation/annihilation with a finite seed, and the seed itself turned out to be unbreakable.

New thoughts:
The whole thing may be impossible in principle.
Consider a universal Turing machine living in some rule.
Then, the scalar describing chaos/random/complex should be 0 if the Turing machine halts, and non-0 otherwise.

The temperature model (and possibly the belief propagation system too, although I don't know how that works) could probably be approximated on the VN neighborhood using states 1,2,...,n to represent temperatures of 1/n,2/n,etc., for some n.
